What do Munson's HOF credentials have to do with the fact that he died (or how he died)?
Are you referring to the perceived short length of his career?

I think the time will come soon that not having Bonds, McGwire, Sosa & Clemens in the hall, is a distraction from the annual vote. I think the veterans committee should put them in all at the same time [and Rose,] with the caveat that Cooperstown should not hold a ceremony for them. Don't give them any accolades or adulation. Just put their names up in the dark of the night with no invitation to attend, or press coverage. A necessary and shameful induction.

Rose (And Shoeless Joe) are totally different stories from the PED cheats Bonds, Clemens, Etc . Jackson and Rose are Banned (for gambling even though Jackson was found innocent in the USA judicial system) . Them 2 won't evedr get in unless some comissioner somewhere lifts their bans .

I believe there is an agreement between HOF (not owned or controlled by MLB) and MLB regarding Rose. Does anyone know if one exists for Shoeless Joe?

IIRC the agreement was that banned players couldn't be nominated elected or inducted so both Rose and Shoeless were included

Can't say I'm terribly surprised. The allegations against Vizquel definitely hurt him, though Andruw Jones has risen a bit (and he went through the same ordeal). Look how quickly Rolen has shot up in two years (17%-53%)!
This allows last year's selections to have their day in the sun - just add an official asterisk to the proceedings.

When Pete Rose accepted his punishment in 1989, he was eligible for the Hall of Fame. There was no rule in place regarding MLB's ineligible list. Shoeless Joe Jackson was eligible that entire time. I looked it up at one point, and he received some votes back when voting was done at-large. I believe the most Jackson received in a single year was two votes. He was never close to being voted in by the writers or the Veterans Committee.
The Hall of Fame changed its policies in 1991. At that point Rose and Jackson became ineligible.
