I believe those particular sets should be kept as a booklet as that was the original intent since there is no perforation or guide to cut them into individual cards. They are also numbered as booklets. That's why I think they're also only logged as a unit on TCDB.
As to your point about removing items from their original conditions, I'd say in many cases the intent was to enjoy them as cards especially if they have perforations or guides to cut or remove. I own various types of these oddballs, even one from the '87 set that I'm trying to complete (wink, wink, nudge, nudge), and I will unwrapped, unglue, and cut out as needed to enjoy the individual cards. There are some that I have for trade that I've kept attached in panels, but that doesn't mean I'll keep them as such for my own collection.
