They're in the process of being moved to a new location. This involves creating a new listing in the correct spot, then moving images and collection information to the new and correct location, and finally deleting the old (incorrect) listing.
If the old listing has more collection information added to it during this process, it may not get moved to the correct location. Then, a new IR is needed, and the process repeats itself to move one collection over. To avoid this, members who are working on sets that need to be resolved like this have taken to putting "DO NOT USE" or "TO BE DELETED" in the set title, both as a warning to members looking to track their collection, and to help keep things straight during IRs.
