The way I understand it is existing listings are grandfathered, but after the cutoff date sellers can't post any new listings until they comply. (For me, the cutoff date is 1/20.)
I've been eBaying since '99, and I have been wrestling with whether to do this. Every time I start to, I wonder if I really want to give eBay a bank account and SSN. (I was asked for SSN, were you?) In addition to the privacy aspect, I am just tired of eBay changing the rules so frequently and seeming to marginalize the small sellers.
At the same time, I have sold quite a bit of stuff over the years that I otherwise couldn't have gotten near the money for, so maybe it's worth it. But, for right now I think I am just going to sit back, leave my listings up, not list anything new for a while, and see how I feel going forward.
BTW, I have had an online-only savings account for years with Barclays that I use for linking with Paypal, as opposed to the household checking account. I am sure you could find a similiar no-fee product, and having a dedicated account for hobby buying/selling is a good way to keep the "family dollar" safe. You could make that case to your spouse if needed.
