I don't know what to make of this.. I bought it from COMC and I'm curious if this would be considered another variation of the card, or if this would be a promo?

I don't specifically know much about vintage baseball, but that sure looks like a promo to me.

PSA states samples were printed for cards #1-115. Sent to store owners and inserted in other Gum, Inc. products.

I'd list it under Inserts and Related Sets as a Promo set with the title of "Samples". Admin can easily copy the checklist of the first 115 cards.
