Not sure, I don't think so. The only thing I can tell from your links is their size is a little larger than standard trading card (the first link says they are 4 1/4 x 3 1/8 x 1/4 in.)
To me they seem like souvenir shop cards, which sometimes can be maddening in finding information about their manufacturing history. When were they first made? Often souvenir sets are made over a period of several years with very little or no variation from year to year.. There seems to be an entire series of Space Shuttle Missions card sets. According to your second link the sets are 10 cards each with at least 11 different sets. I forget how many Space Shuttle Missions there were but there could be at least a set for each individual mission.
Long story short someone somewhere would need to dig up more information about the set to include it in the database. If you are not aware of how sets are included in the Database one of the essential needs for a set to be included is the ability to have the full checklist of the set. There are very few exceptions of individual cards included in the database. Also knowledge of how the cards were distributed and manufactured.
