I completed a trade recently, but the other person is refusing to mark it as such.
He says he won't do it until I Ieave him feedback.
Shouldn't there be a rule against this?

I wouldn't put a rule, but demanding feedback is unnecessary in my book.

Did he specify positive or negative feedback?
Personally, I leave feedback once both sides have received the cards. If I get the cards after the other member does, then I will leave feedback once I have entered the cards in my collection and mark the trade complete. If I get the cards before the other member does, then I don't mark the trade complete till he gets his cards and then I leave feedback.
But this does not mean I leave feedback every time. Positive feedback is earned.

I don't lerave feedback on trades that are still in progress.
In this case, he had asked for feedback already, whcih I'm not a fan of. So I was undecided as to leave feedback or not. But then since I marked it as completed (we both received our cards and no issue were reported) and he had it marked as received, I waited a bit for him to mark it as completed. When he ddin't do so, I messaged him asking politely to mark it as completed. Then he said he won't mark it as completed until I leave feedback.

You might remind him that the system is set up to add feedback on a completed deal once both parties have marked their transaction as completed.
I will say that I try to add the feedback once I've received cards - but technically per the TCDB system (which is not law) sends the reminder AFTER both have marked it completed.

Sometimes, I'm a little slow on feedback. I may mark a transaction as package received, but I'll be at work, and don't have time to go through the feedback process...or I may be holding on to the mailing address in order to send a missing card that I later found. If I'm asked, I explain. And I won't mark a transaction as completed until both of us have received our cards.
No one has ever demanded feedback. Arbitrary as I am, that would almost guarantee that I won't leave any.
