I don't think you can do anything but package rates with pirate ship. If I'm wrong it'll fill the gap PayPal left.
I just checked pirateship.com, and you can only send internationally at package rates.

Exactly WHY I Hate the yaBe PWE nonsense because if something gets marked "delivered" but in reality it was lost between the PO and the Mailbox before delivery it's the BUYERS that are SOL and it's not easy to find the same cards that got lost at the same prices 99.9% of the time

eBay PWE tracking is NOT the same as First Class Delivery Confirmation. It is usually a day late as the automated scans occurs at the shipping hubs only and if that makes any sense?

In Canada you can fill out the customs forms on line. Still a pain but less seamless. But...if you just put it in you're local mailbox with sufficient postage it'll go..I have only been doing the customs thing if I think I need tracking.

For international I just got to the USPS site and use the shipping calculator and then just put enough stamps on it to cover that fee. I've only had one issue out of maybe 15-20 international envelopes (one envelope just never showed up in Canada).

My ONLY mailing never making it to its destination...... 40 miles away only. That’s it . It only had 40 miles to go.. a package from Chicago headed out to me, went to Iowa first. 800 miles later , it showed up In Wisconsin..

My latest stack of PWEs were sent back to me wanting two to three times the amount of postage, despite using the self-service kiosk like I have done for the past 2+ years. I'm pretty pissed.
It should not cost more than $4 to mail a 1.5 oz envelope 100 miles away.

This is the way. For Canada, you can use an international stamp but that goes up to two ounces. All other countries- you can use an international stamp but its only for one ounce. If heavier than that, use the shipping calculator to determine postage amount.
