Low PR as compared to Topps and Fleer for that year. They also scaled back from what they did in '82 and '83. And definitely don't confuse it with what low PR means nowadays.

Well low PR I suppose can mean many things. Would it be around what we would call a SP single print run and definitely not meaning a SN card. 

There is a guy who has done a fair amount of research with print runs.  I have no idea of his methods or accuracy, but he listed:

1984 Topps - 500,000 to 1,250,000

1984 Donruss - 350,000

1983 Donruss and 1985 Donruss - 450,000

That was the consensus back in the late 90’s. I can’t say if it was/is true. 
Probably like someone said earlier, it was a smaller PR when compared to 1984 Topps and Fleer. 
I traded my factory sealed set (the box wasn’t sealed but the cards were sealed in packs of approx. 60) for a 1973 Topps rookie card of Ron Cey- and two other guys, one Padres and one Phillies player.  
At the time, both the set and the card were high B——tt listed for $330.  
25+ years later, I don’t know if I made a good trade or not. 
 

Yes, they were not as available as Fleer & Topps back in 1984, nor as available as the previous three years of Donruss. They are more available now, but still not like the other two (or the first 3 years of Donruss).
