Some players are far more common in white stock and other moreseo in gray. These are definitely not "test" issues, just variation in card stock for the particular sheet.
Years ago I bought bulk (20-25) of several players, Griffey, Vizquel, Carter, Puckett etc and the ratios varied from player tp player.

They do exist so please don't cast the doubt on the VAR. When you have one in hand beside the regular issue, you can tell the difference on the back quite easily. And as I said before, If you have any 1990 O Pee Chee, you can quickly see those from this parallel as they will show white lines in a stack of regular cards. It is only the light blue front card image edges that have this VAR. And don't be surprised if you don't have any as they are very rare.

I'm by no means an expert on 1990 OPC cards, as I only collect the Orioles from the set, but here's my take on the white back and gray backs. I picked up most of my 1990 OPC cards at card shows in Maine back in the day. I don't feel that the white backs are a separate test issue, but rather probably OPC using different card stock on some of the blue border sheets. Dealers that had OPC cards back then didn't seem to recognize the variation. I wasn't even aware of the variations until after I thought I had completed my Orioles team set. My experience has been that the white back Orioles are much easier to find than the gray backs, which seems to be opposite to some of the experiences of other collectors. In fact, the three cards I still need to complete my Orioles team set are all gray backs. (#179 Holton, #324 Harnisch and #708 Sheets).
It is a cool variation, similar to the 1981 OPC cards, that usually only excites a few of us.

The white stock cards evidently come from factory sets (as others have mentioned), or from vending boxes (where I got mine), and the gray backs came from wax boxes, If you bought team sets or player cards from people who broke Factory Sets or Vending Boxes, then the gray backs seem more scarce. If you bought from a breaker of wax boxes, then the white backs seem more scarce. Were there more 1990 OPC wax boxes printed than Factory Sets & Vending boxes combined? I would say yes, I don't know of ANY Topps or OPC issued Baseball products where there were more printed Factory Sets & Vending Boxes (combined) than Wax Boxes.

I think Im making the same point you are. That depending on source, one may end up with more of one version or the other. Somebody earlier had stated that white backs were scarcer and I completely disagree with that.
