As stated there are 15 players so if they come in pairs. There are going to be more then 7-1/2 cards released. Do we know how many combos there are??? Until we know that it will be hard to get a complete set of the cards (2 stickers) released.
As I see it (with no knowelge of baseball) List them like panels and they can be added as we find them. The set of each players should have some note (cut from) and show the size.

And looks like we are back to the beginning.
We should list as PANELS, and because PSA grades SINGLES, we list as singles as well.
Done !

I have the list of panels of which there are 15. I don't understand why they are listed as singles. I could cut any sticker issue that came in pairs and use that to justify a separate checklist of singles. Whether blank back or not, cut means that the item has been altered by a person and not the company.

OK I get confused easly. There are 15 cards (panels) with a total of 26 players. Which means there could be 4 players are shown on 2 diff cards??? or some type of combo. If you have all the cards (panels) list them. With that you can scan them when this is finished.
I think Admin is the one who needs to OK the singles (cards cut in half) and clean this up. We can go back and fore for a long time. Nothing will get finished if Admin does not OK it.. Just like some other issues. If he does it then there should be a 15 cards set of stickers (with 2 players per card). The singles then they can be listed as inserts like the Superstar backs.
Just IMO

Right now the way I see it is that if the singles stay, the panels don't get listed. I don't care to double up the same sticker in two different checklists because someone chooses to mutilate their panels in half.

Since cutting into two stickers does not create an incomplete image on the reverse I do not see a problem with having the pairs and singles listed. Unlike the 1988 topps/OPC sticker pairs that have a single image on the reverse that would be cut in half.

Right, and in this case, I think the panels should be the "base" set and the singles should be the "parallel".
