Should Indianapolis Colts replace Baltimore Colts in this (and the sticker) set based on the Team Leader card?

1984 was the first year in Indianapolis. No other card references either city in the player bios.

I would think these should all be labeled Indianapolis Colts.

The set is 1984 and they were Indianapolis Colts in 1984; and the card you show has Indianapolis. The same issue came up when the Raiders moved back to Oakland in 1995. All sets in 1995 were teamed as "Oakland Raiders" unless the card specially had "Los Angeles Raiders" identified as the team on the card. Or if it was a Draft-type card, since they were the Los Angeles Raiders during the 1995 Draft. 

Looks like the set was produced when they were still Baltimore (as evidenced by the alphabetical sort) then switched it to Indy right before release. I agree with switching it to Indy based on the TL card.
