Why are these not considered Rookie cards?

For example, Stephon Marbury and Ray Allen don’t have RC designations. Despite 96-97 being their rookie year.

Yeah, I'm not big on the subset as RC thing either. If it makes you feel better, many people seem to treat the later number base cards as RCs judging by some of the prices they sell for.
