The 1970 Action Cartridges are actually boxes with an inclosed video (Super-8mm) and a Coaching or Training Guide. Apparently, many of the boxes were cut into "cards" that were only the front of the box. That is ALL that is posted here so far. These do not really follow the lines of something like Food Issue cards that were cut from the box of a food product (cereal, snacks, etc.). Technically, every "card" would be packaging, but every single one is different (at least on the front). And each sport has a different back with the CL listed for that sport. Here are some pictures of my Lou Brock one to show exactly what these are. The 1st is the front and a side of the box. The 2nd is the back and a side. The 3rd is the front of the box opened at the bottom with the contents to the right of the box.

I'd vote not to list them at all. Unlike the food packaging cards, this box looks like it was intended to be used for long-term storage, so the "cards" are just part of the packaging.

I wouldn't even consider these cards.

Someday my cards may double in value and then be worth half of what I paid for them.

HutNut, that was my first inclination as well, but PSA grades them (which meets one of TCDB's criteria for inclusion).
I cannot see Adam's images while at work, so I cannot fully comment, however, I can add this: When I searched online for "1970 action cartridges psa" I found they were all cut into either the front panel or into an even smaller card (mostly the photo portion). So I'm thinking the way they have been posted here so far is correct, and any images that would include the checklists, etc., would be considered "packaging".

I still don't buy using PSA as a sole criteria for listing. Just because PSA grades something doesn't make it a card or listable. They'll grade/authenticate just about anything.

As I said, my initial thought was not to include these at all, but the rules are:

As with almost everyone else that has already posted, my first gut thinking is these should not be on the database.

I say a database should have as much information as possible

I agree with Chuck regarding PSA. They will grade anything. 10 years ago PSA would've been a valid criteria for determining items to list in a "CARD" collecting database. Chuck's examples show that they go way beyond cards today.
All trading cards are collectibles but not all collectibles are trading cards. The trading card hobby is biased towards sports (heavily in favor of baseball) collectors. There's often a tendancy to migrate other sports collectibles into the trading card hobby. Every card show I have ever attended has had booths dedicated to jerseys, photos, autographs, bobble heads, etc. All are collectibles, but they are not all cards....yet they set up at card shows.
If we start adding Action Films packing to the database where do we stop? I'm a non-sport collector so should we add these? I don't think so. It's a box for a toy, not a card. Even the sports related ones....still a box for a toy.
Collectible....yes. A trading card......no.
