I don't see this as a foil error though. The foil printing errors would be missing the Topps logo, or have two names printed, or missing the name altogether, etc. This one has the foil stamped correctly, its just the wrong name. There was quite a stir in 2007 when Topps switched the team names for Joba Chamberlain and Hunter Pence in a few of their Factory Set inserts. Caused those factory sets to spike in value for a short time as people were hunting the errors.

Respectfully disagree. This is clearly a foil error. The same foil that SHOULD have been on Billingsley's card wound up on Wood's card (in this example). The Topps logo is not in foil on any card in this set, so not sure where you were going with that, but I'll make the assumption you're talking the First Year Card logo - which is in the same location on all cards in this set. It's almost a shame that it wasn't in a different location depending on the player, because then you'd see how this is simply a foil overlay misfire.
I see, that for some inexplicable reason, we have two versions of the Billingsley listed in the database. Maybe for this set Admin allowed an exception. I will contact Admin and see if we should remove a Billingsley or add a Wood.

I was speaking more in generalities when it came to foil errors and the Topps logo. For this card in particular, we'll have to agree to disagree. I can't see how this could be seen as a "misfire" when it is clearly in the location on the card it is supposed to be. Just the wrong name.

Wrong foil, wrong front, wrong back, missing ink, missing foil - all fall under the same bucket.

So if the name was wrong, but printed in ink as opposed to being stamped in foil, it would be an error that we would log on the site? See 1981 Fleer as an example. If Fleer had been using foil stamps instead of ink on their cards, no errors would be logged using your logic.
More recently, there has been some discussion about the mis-numbered 2018 Topps cards that were resolved in the factory set. If those numbers had been foil stamps, would they not be logged as errors?

According to Admin's guidelines, if this was ink, it's a typesetting issue that requires a change to correct the error. In all the other cases, just like the wrong foil issue of the 1997(?) Fleer base/tiffany versions, it's simply a matter of foil placement and it's considered a glitch in the printing, not an actual typesetting error.
So you answer your questions directly, yes, if it was ink, there would be no discussion, ERR/COR would already be listed.
And with the 2018 Topps misnumbering, according to the site guidelines, they would not have been considered errors.

The more I look at it, the more I lean toward petitioning Admin to allow this one.
This one looks like a "typesetting" issue, just that the typesetting was in the foil stamping level of things (as opposed to simply missing the process or mis-feeding the sheet or in one of the 4 colors of ink). This is borderline, and I think it requires Admin's say in the matter. I don't feel comfortable making that call - one way or the other. But I certainly see the side that would ask for the card's inclusion here.

In addition, there is a cellophane pack for sale on eBay (sorry for the lack of a link, I can't access eBay at work, but you can search for 2003 Topps Brandon Wood Chad Billingsley) that contains both cards (correctly) together - I'm guessing that because they were packed out together, that is how the issue came to be. So part of me also wonders if there is a Chad Billingsley card (or several) floating around with Brandon Wood's name stamped on the front...
