I highly recommend cropping your images before uploading them here because the crop tool here is limited. I know folks here highly recommend Photoscape, though I still use Picasa because it's simple to use. I would suggest one of those because then besides cropping you have the ability to do small rotation adjustments so your images don't get flagged as crooked.
All that said, for your issue cropping on the site you might need to try deleting your cookies in whichever browser you're using.

I've been using GIMP to scan and crop images in one shot, since it can import directly via the scanner driver. GIMP is open source and available on every platform, and is pretty close to what you might have seen in Photoshop.

Argh! Still having issues....cleared cache/cookies, downloaded new software that allows me to scan/crop/edit scans, but when trying to upload the scanned images its still giving me the "wheel" and wont allow me access to cropped images on my chromebook. It may simply be user error, but thoughts on how to fix are appreciated

how are you connected to your internet? Wireless or Ethernet cable.. If you can, Hook up with a cable to see if it improves.
Run an Internet Speed test

Try Firefox? Try turning your Antivirus to low?
As for images on your computer... hmmm you can open any from other files?

Appreciate the effort on your part, for a while I could only access images from google cloud. Then one day it started acting normal again, without me making any changes of any type.(cleaning/refreshing didn't fix it) So no clue why it stopped letting me access files, then just started up again (normal) for no apparent reason. I suppose Im still wondering what happened so I know how to fix if it happens again....and wireless, speedtest was good
