They're a printing error. They missed the foil step during printing. Usually caused by two sheets sticking together, the bottom sheet doesn't get the foil. And apparently Topps has no human Quality Control.
This database does not catalogued printing process errors.

From my understanding printing process errors are generally not considered to be valuable. They are considered a mistake rather than a noted error. Someone can correct me if that is wrong.
With that said, to the right person anything could be valuable. Depends of course on how rare the issue is and how many collectors there are. Not sure of either for this specific set.

I'll buy one if it's a guy I collect, but I won't pay much for it. Maybe a dollar at most.

Then how do you collect? I have been trying for a while to collect without buying, haven't figured it out yet. What is your secret?

I've known people who only buy, sell, and trade, but don't collect, but never heard of the opposite!

I'm going to reevaluate how I collect after the new year. It's just getting way too expensive for the new stuff. Sometimes I just want to buy a pack, not a whole box or even blaster.
