I can't seem to find a set for this anywhere. Help please

There's no indication of who or when the card was produced. The copyright reads as it's for the characters. But Violator was introduced in 1992, so the card is probably from 1994. Still leaves the "who?" and "how?". ------------------------------- *Someday my cards may double in value and then be worth half of what I paid for them.*

My guess is that it was issued in a magazine or as a giveway at a show, but I can't find anything on it.
