2) As to value since it has the foiled stamp it might be slightly more valuable than a standard base of the same card. There are some collectors who look for special editions of things and would pay that little bit extra, but most collectors will not.
3) History? The only thing I know a quick Google search of Special Olympics Nevada shows it is a yearly event so chances are it would have been stamped back in 1989 for that year's Nevada Special Olympics. Not sure why it is a 1 of 1. It might be something that Topps "stamped" but who knows. If they did then my statement about it being worth a tiny bit extra might be true, if someone else did, like the Special Olympics Nevada committee then it would be considerably less since it would have been marked after market and considered to be defaced/damaged. Heck some people consider just stamping it damaging making it worthless to them.
Maybe someone else has some more insight about this particular card.
