First off dont start bashing me for the bad photos, if I would have scanned it flat on the scanner bed it would be impossible to see the depth of the card. I bought a box of cards at the swap meet today and this was in it. I know the original card was made by MAXX in 1991, I have several sets and factory box sets. But this is made out of 1/8" hard clear acrillic plastic, 2 layers thick, the head and shoulders of Bill is a 2nd layer on top of the 1 st. On the back there is a seperate number in red 🔴 1028.
I don't believe this is home made, the head and shoulders have been cut out to precise. If this was professionally made i would like to find the maker. I would pay to have one made of Dale Jr, Jimmy and well a lot of other cards I have.
If anybody knows please fill me in on the details.

Thanks guys. Yeah I saw those, which leads me back to my opening sentence, laying it flat on a scanner bed wont let anyone see the depth and detail, that's why I didn't know mine is one of those. I thought those where like some hologram 3d cards or something, I couldn't tell that they are actually real 3 dimension.
I made out like a fat rat on this buy. Out of the 100+ cards that was in the box, which I paid $6 bucks for, there was this Bill E. and about 10 or 12 that are $8 or more BV. Mostly 97 Maxx Flag Firsts. The 2 best was the Bill and a 97 Maxx Chasing the Championship Die Cut Gold C4 Dale Jarrett.

These were sold through Club Maxx. I don't remember what they originally retailed for.

You would have, what ive read on here and on the cardboard history you are a scanning beast. I bet you have a LIDAR to dont ya ? Lol.
I just found 3 of the 1992 Club Maxx 3D cards on eBay and snagged them up. I really like cards that are, abby-normal or different, die-cut, jumbo stuff like that.

An appropriate descriptive comment in Note2 might keep this uncertainty from recurring.
