What's the policy on adding sets with incomplete checklists? I've seen some hard-to-find sets that are pieced together by the community card-by-card, but I know we want as complete a checklist as possible to input a set. I'm looking at a twenty-year-old set where I know the total number of cards and can identify about a quarter of them with player and team. Thanks!

The policy is to exhaust your efforts - which includes adding a forum thread heere to see if anyone can help - before posting an incomplete checklist.
It also depends on the circumstances around the set. Is it highly regional or was it part of a major release? many factors, but you should seek some help here first before posting incomplete checklists.

I would add that you can create the set if you know the year of issue as well as what category it goes in (specific sport, multi-sport or non-sport). Then you can start the forum thread with the partial checklist from its overview page so that it remains connected to the set.

Like Bruno said, "adding a set" and "adding a checklist" are two separate things. There are probably thousands of sets listed that don't have a checklist added (uploaded) yet.
