So I was reviewing past Forums on why these cards are not “listable” and besides “No” or “they don’t have pictures” I can’t find anyone who can give a definitive reason as to why they are not on tcdb. 

It’s a game card? So are all the Playing Deck Cards sets let alone Pokémon. 
It doesn’t have pictures? Neither does the 2012 SP Signature Edition set (among others)

Just curious as to what criteria these don’t meet?

Because the Site Owner doesn't allow them (His Site & His rules). That doesn't mean you shouldn't collect them. Don't let this site determine what you collect. Checklists are hard to come by but I think I've completed the Aldrich, APBA, Avalon Hill - Statis Pro. Hot Corner Pro, Replay Games, & Strat-O-Matic for John Kruk. Still need some Clubhouse. Dynasty League and info Baseball if anyone wants to sell these.  Was that you who bid against me for the John Kruk Dynasty League Game card on Ebay? No one bids on these cards (well except me).
Send me your email and I will send you the Game Cards (scans) that I have. My collection is all being scanned and I am no where near done, but the Game Card part of it is.

Best analogy I can give is they are basically like Monopoly property cards or trivial pursuit cards. They are part of a board game.

Admin’s stance is that game cards without pictures are not listable. There is an APBA set that has player photos that is listed here. The others are not.

As far as your examples: Pokémon are game cards, but they have pictures. If they didn’t, they wouldn’t be listable. The SP Signature Edition set doesn’t have photos, but they aren’t game cards.  

Mark - I ran across a Rod Breedlove card, didn’t know what they were, looked on site, explored forums and just was curious what made them unlistable. I’ll still collect them for the players.

Rmpaq5 and Jason thanks for your responses. Brings some clarity as to why Admin would say no. 

Building on Ryan’s point, which was posted last night as I was typing my reply - if you start adding game cards with no photograph on them, you’d basically open yourself up to Monopoly cards, Trivial Pursuit cards, etc. And sure, while most people would say no, those aren’t trading cards, you’d find several folks who would look at some trivia cards and say “hey, these mention [player x], why can’t they be listed?”

By all means, collect them. But there has to be a line drawn for the site somewhere, and this is where Admin has chosen to do so.
