So through occasional site scanning, or perhaps seeing a cool "card of the day", or maybe something on eBay caught my eye, I might be tempted to think "hmmm, that looks like a cool set to collect...later". What do we think of being able to "tag" or put some sort of marker on a set that you can access later?  Of course i could do this offsite...but what's the fun in that!

I think this may be another idea that can also be achieved with a User List. That's not to say you shouldn't try to submit a feature request for what you described, but I'd definitely look into creating a list called "Sets I may want to chase later" first.

One reason the list might be a better idea: if you make it public, you may get comments from other members saying "I really like set X too, and because of that I also worked on set Y" and you'll get suggestions of even more to consider.

I like the idea of a user list...but it looks like I can just add single cards to a user list rather than "tag" an entire set...unless I am missing something.

Right, but you could use a single card to represent each set. A number of existing user lists do this, like when a member wants to show which sets they're close to finishing. Instead of the list being made up of every card they're missing, they'll use one card to represent in the set and then in the comments list the individual cards they need. Example here.
