Sorry, but C2C is not correct.
I remember it as clear as if it were yesterday pulling the 1994 Finest Pre-production cards in a 3-card see-through cellophane pack that came in RETAIL 1993 Topps Factory sets. In addition to the Finest card: there was a pre-production card of 1994 Topps and another 1994 pre-pro. card product that I honestly can't remember.
In a certain Target store in FL (where I lived at the time), every set they had in stock had all Ken Griffey Jr. 1994 Finest pre-production cards which local dealers were buying for $25.00 each (they were reselling them for $50 and had no trouble getting $50). So I kept buying sets breaking even by just selling that ONE Griffey card. In total, I must have bought ten sets. I donated the regular sets to hospitalized children and sold the other pre-production cards for my profit.
