Here is something that crossed my mind when I saw a complete set of 2023 Topps for sale that all had the All Star Game stamp.  These are listed as a parallel in 2023 Topps.  I have some like this from 2017, which are also listed as a parallel.  This got me thinking about the Devil Rays/Diamondbacks stamped sets from 1998 also listed as a parallel.  My question is, are these really a parallel or should they be their own set?  You can’t pull these cards from a regular pack of Topps.  Also, there are older Donruss sets for instance where the factory set cards are just listed as a variation.  
 

I guess I am curious as to what is considered a parallel and what is not when certain parallels are released as their own entity.

It's more than just some of those sets mention. Topps hockey at turn of century had different foiling (if I remember correctly), Topps FB FS at that time had Topps Collection stamped on them and, there is also BB Limited Edition stamped sets, and late 90s/early 00s BB also had HTA stamped FS. And those are just some other examples. And, FWIW, some of those Donriss listing as to being I'm FS (and pack not listed as FS) don't always hold true.

Keeping as a parallel us just fine by me. 

I think they should be separate sets not parallel sets. Just like the Topps Tiffany, Fleer Glossy or any other parallel sets that only were issued as factory sets. I think a simple rule of thumb should be if the set was not available in packs but only as a separate factory set it is a stand alone set not a parallel.

Admin has very strict rules about what winds up being a separate set and what winds up being a parallel.

Sets that were only available in factory set format that parallel a release are listed as parallel sets. If they were also available in packs as well as the factory sets, or only in pack form, then they get listed as a separate release.

This is why the Fleer Glossy, Topps Tiffany, and Stadium Club Member's Choice sets are listed as parallels - they were only available directly from the manufacturer in factory sets, their sole method of distribution.
