Well, its a good idea, but I'd rather not throw down $10-$15 for pieces of foam. I'd rather make a homemade box filler thing at home for free. I have used balled up newspaper in the past, which works ok, but I'm not sure if that would damage the cards or not.

I have my whole collection dispersed between three BCW 3200 count full lid boxes (2 for basketball 1 for baseball). I don't use penny sleeves anymore, as I have been told they can cause patterns to show up on the card and foil to stick.
However I still have standard ultra pro penny sleeves for shipping trades in toploaders.
When I used to have some cards in peny sleeves in the 3200 count boxes, they were harder for me to get a hold of them to pull them out of the box because of how slippery they were. I assume in single row boxes it would be easier to manage though.
Oh also a tip if you are thinking of going with boxes, BCW sells what are called "monster pads" that you can use to keep cards standing up straight when a row is not completely filled. I would recommend using those as you don't need to lean the cards over or worry about them falling over and getting out of order or damaged. Just a single pad fits snug enough to hold the cards up, but since I got so many in my shipment, I usually will just fill the entire rest of the row up with the pads. Keeps everything secure. They are also good for keeping cards from falling over if you take a large chunk out of the middle of the row for whatever reason to look through them.
