I recently placed a bid on a card on EBay and was out bid on it and it was shown as sold. That very same card is now back on EBay being sold by the same seller. I know it is the same card as it is a serial Numbered card and is the same serial number. Did the seller bid on his own card to jack up the bids.

All cards in my for sale trade are for sale only as I only collect Ivan rodriguez now and have exausted all the lower priced cards. All cards will be at low book. I am in Australia but I think I can ship probably 6 cards in a plain white envelope in cardboard for somewhere aroud $2.50 US but would have to check.

You can't bid on your own auctions. Probably had a shill bidding for him to raise the price.

Report the seller, to eBay. It is against the rules to shill bid.

What was the timeframe between end of auction and new auction? Is it possible it was sold and the buyer failed to pay so the seller put it back out there?

Check his past sales with this buyer to see if there is a pattern, there is a guy on YouTube who catches these scammers but can't remember his user name

I've had so many people win my auctions and email me and say "Hey I changed my mind about paying you" and ebay just says "would you like to relist it?"
Not to mention how at least 10% of all the cards listed on Ebay are couterfeit and they don't care. If they did there would be a giant red counterfeit button you could click on every listing.
The sellers and buyers are equally shady on there.

While I don't know what happened in this instance, I've had plenty of buyers claim that their kid bid, they didn't mean to bid, they ran out of money, changed their mind, whatever. Usually the best course of action is to just to cancel their obligation and relist it. In the case of uncooperative buyers, eBay will count it against you more than the buyer anyway.
