He could be averaging the cost per card in a bulk buy as he marked the source as Retail. If so, I would say it is a wrong practice and just another reason the pricing on this site probably will never be reliable. Just another reason to turn off pricing.
I recently bought a shoebox filled with over 1000 cards in which I found several SN cards. I paid $20 for the box ($14 US). If I added a price of a penny per card for all of these, it would really throw off the price of the more valuable cards, especially an SN25.

Many collectors do not collect "gold" cards. Value could well be less than the base. Again, values are meaningless.

I'm impressed someone got 7 or 8 cents for a 1992 card. If you have evidence of any other sales you are free to add them to the database. Thats one of the reasons that the site looks at the last 5 entries into the system. Also, pricing is only meaningless to those that don't use it. To those that do it's just as important as any other features that you use that they don't.

Price fixing? Not possible since price fixing requires multiple parties to agree to keep prices at a certain level.
7¢ and 8¢ for junk wax, even Gooden, is overpricing. But maybe he really wanted them and paid up for them.

My 2 cent worth Take the prices with a gran of salt.
Take the 1993 Gooden Topps Gold You go to a show or LCS you may find it in the .01 or .05 or .10 or .25 box. You go to COMC it may run you .35 (cheapest) Ebay it is .99 some dealers sites may want $2.00 SO what is the real value? If you really want it and can only find it for $2.00 and you are willing to pay that. That is the value for you at that time. If someone is willing to give you it for free because it has no value to him. Which is the true value???
I'm added prices to my PC cards only. They are what I pay for them. Value to me is priceless but what I'm willing to pay is NOT.

Hundomatic prices you are referring two are about a year and a half old.
With that said it looks to me like his entered prices seem more real than the previous prices entered. I have seen the entire 1987 Donruss set selling for $15-$20 shipped.
I'm not even sure if the OP is accusing the price being set is too high or too low?
