I have a card and it doesn't havea SN.Does that mean there is another set out there?

I collect Chiefs/Yankees/Arod Road to 500/ Topps factory sets. I collect any and all cards.

Trying to trade with all 50 states these are the states that are left. Only rule is money can’t be involved unless it is to cover the cost of shipping.

What I do in this situation is put the serial number as 00. I also like tcdbkrn's suggestion as well.
