Partial sets, IMO, are important starting points in situations like this. Otherwise, potential contributors won't have a place to add their knowledge, and it will be lost.
Venezuelan cards are a real frontier that is yet to be fully explored. For example, TCDB has the 200-card "2005 Lo Mejor de MLB Venezuelan Stickers" (sized 1 1/2" x 2 1/4") but not the associated “paper series” of 117 cards sized 1 7/8” x 2 3/4”. Also, in the 2010s, a company that branded itself as Falcon/C27S produced major league cards of Venezuelan players, but I've never seen a checklist or even a good start.
