I recently opened a pack of 2022 Topps and pulled a card from the Generation Now insert set. I noticed that on the card there appears to either be a strange design on the card, or a printing process flaw. I can't really tell if this is supposed to be part of the card or not. Does anyone know if this is intentional? This is not the card that I pulled, but here is an example from the checklist on the site that shows this same thing. It is hard to tell if all the cards on the checklist have this.

I'm going to reevaluate how I collect after the new year. It's just getting way too expensive for the new stuff. Sometimes I just want to buy a pack, not a whole box or even blaster.

The pattern on the card that almost looks like clusters of stars. The card I have has the same pattern, but not as much as the card above. The card I have is mostly on the bottom half of the card more grouped to the right side. I can't tell if the other cards on the checklist have this same type of pattern. In hand it almost looks like a printing flaw but not really sure.

Are you referring to the white "spotting" on the card surface (or that's the way it looks in the photo)?
I found others on eBay with similar "spotting", although not nearly as pronounced.:

In the original posted scan the "stars" are on his jersey and hat in the dark blue areas too.

Yeah exactly the spotting on the card is what I meant. It is strange because the scan we have here on the TCDB has it all over his hat, and the other cards you posted don't seem to be on his hat.

I pulled one of these as well that had the spotting. I was leaning toward Topps having a crappy print process causing what looks like spotting.

I'd like to note that all of the new OPC hockey packs I've seen have this defect on them. I won't believe anyone who says it is part of the design.

Surely this is an artifact of the card rubbing against the overlying card during shipping, resulting in the darker layer flaking off to reveal the reflective layer underneath?
