Why does the Hakeem Butler card not have the RC symbol?

Why does the Hakeem Butler card not have the RC symbol? Does it still count as a rookie card?

Looks like Panini may have simply forgotten to include it, thus should make it a UER. It doesn't appear he has any cards pre 2019 so it's definitely a rookie card.

And an RC logo does not make a rookie card a rookie card. The card companies have put RC logos on parallels and college cards, which makes the RC logo a meaningless guarantee. ------------------------------- *Someday my cards may double in value and then be worth half of what I paid for them.*

I was asking if there was a rookie card made for him in previous years for the brand.
