I have had success in the past translating Asian languages found in pictures (.jpg, .tif, etc.) using this OCR website:
http://www.onlineocr.net/
It generates digital text that can be cut & pasted into Google Translate.
It didn't do so well with this card though. Maybe the particular script confused it, but some of the characters in the generated text don't look like the ones on the card to me.
This is what it came up with:

And when I put it into Google translate, it came out as almost gibberish in English:

Oh well, this method failed in this case, but I thought I would share my effort in case it might be useful to someone else in the future.
