Short answer, no. Complete checklists only. Especially, since you don't know if it's 8 or 250 cards or somewhere in between.. Knowing what I know about Pacific cards during this time period, they would produce one of their sets for the show like this, and would include all cards.

Given that, and the fact that the card numbers are not clustered (spread throughout most of the set), I felt it's safe to add the 250-card promo set (which I did here: https://www.tcdb.com/Checklist.cfm/sid/427044/1998-Pacific-Omega---Super-Bowl-XXXIII).
