I got this card at the Topps booth at the 2018 ASG Fan Fest in DC and haven’t seen anything like it since. I don’t know if they only made this card (which would be strange), only mascots, or something else. It’s definitely not just a stamp on a normal card, as Stomper doesn’t have a card in 2018 Topps Big League.

Looking at EEEkbay there exists a Cubs and Phillies versions at the least.

From what I can tell from eBay, you could get several different mascots cards with the foil all star stamp at the fanfest but I'm not sure how many cards are in the mascot set as I couldn't find any details doing some searching
