I got this card from my sister, who got it for her birthday from Brad Watson’s daughter. I can’t find any trace of it online and have no clue what it is. Please help

It looks to be a card made by the referee union for promo use. It is somewhat like the Molson cards given by the Montreal Canadiens alumnus.
