To begin, I believe these are just printing error cards in which one of the printing plates weren't used. And if my knowledge of the database is correct, these are not eligible for inclusion. I just wanted to confirm this.
Additionally, I know 1982 has blackless cards. So my question is why is this included but others that are missing colors are not? I am not questioning how things are done, I am just looking for insight.

Not often we see these in the wild. I know Topps has sold a lot of these kinds of items in their Topps Vault over the past few years.
Whether something is "recoginzed" by the hobby usually seems to be a matter of coverage in the hobby media. The 1982 and 1990 "blackless" issues got fairly big write-ups in Sport Collectors Digest, Baseball Cards Magazine and Beckett. The wider the interest and awareness in the hobby for oddball and variation issues tends to drive inclusion or recognition for organizations like Beckett, PSA and TCDB.
As an extension of that, recognition by TCDB also seems to be a driver for inclusion of sets at PSA, COMC and Sportlots.

All the Topps Vault cards I have, do have a hologram sticker on the back and came with a certificate referencing the specific number on that sticker.

Also all of the Topps Vault cards I've seen are blank backs. Before they did the hologram label on the back, they sold those cards in a sealed toploader with some weird sticker on the top.

Thanks for all of the replies so far. A little more information, I bought these off of eBay and the seller didn't have much info listed. Basically just a photo of the cards, as I have provided.

When you add them to your collection, you can use Detail Add to put notes in. I use this to indicate cards with printing errors.

There is an eBay seller who apparently got a huge lot of stuff directly from a former Topps employee, so it is basically Topps Vault material that was released outside the normal Vault channels. As a result, it lacks all of the official stuff like the hologram and the little certificate in the Topps Vault envelope. This may have come from that seller.

Small correction to my statement, 2 issues of the Vault cards I have (6 total) are without hologram but are in a hard case with the Topps Vault round sticker/seal intact and each came with a certificate (COA) describing the specific card.
