I think this is an unlicensed card from a set called 1995 Racing Journal. I came across an old archived forum posting from SCF.com with a Rusty Wallace collector. It was the only card that matched the description of Racing Journal. There is an eBay auction with a 20 count lot of this card that has no helpful information.

I don't think I'd call it a 'set', per se. There is also a Dale Earnhardt card that bears the 'Racing Journal' name:

And another that has a similar design and is marked "Sports Journal":

These look more like individual magazine inserts than a cohesive 'set' to me. I searched for "Sports Journal" in hopes of finding issues of an actual magazine for sale, but the only thing I turned up that seem related are cards from other sports:

Anyone know anything about any of these that may add some insight?
