It would only need to be linked if it was alos included in those sets. Is that known yet?

So that part isn't known yet - although the checklist certainly pertains to those other sets. Is it safer to just list it as an insert card for the Albuquerque set at this point?

If that's the only set it's known to come in, yes. You can't include it in another set just because it references it.
