I have 5 cards that are identicle to the regular Topps card number except they are numbered differently on the back. I have 3 cards that were not issued in the regular set and are also numbered differently on the back.

It appears Topps has been issuing MLS team sets in blister packs since 2016. I can't tell from the packaging whether they have different numbering, but since that is how Topps does the baseball team sets, I suspect that is what these are.

They came in a one card cello pack with a Target coupon card enclosed

That makes sense since the numbering is SSFC, Seattle Sounders Football Club.

Maybe that was some sort of a repack promo thing to try to sell team sets.

The one card packs were given away free. Never saw set offered for sale anywhere only single cards.
