Presumably licensed with Jordan. He was a paid spokesman for the company. Here is the press release announcing the news:

I'm going to reevaluate how I collect after the new year. It's just getting way too expensive for the new stuff. Sometimes I just want to buy a pack, not a whole box or even blaster.

Wonder why they didn't bother to mention licensing on the card. I know teams and leagues allow individuals to license themselves, but want it made clear when they are not associated.

Might this have been during his minor league baseball career, where he wouldn't have been active in any league? ------------------------------- I'm going to reevaluate how I collect after the new year.
