Card Identification Forum

Hello,

I came across several of these folded packets. They unfold into a string of 10 baseball cards. They are small like stickers and made on thin paper. The only information on the front is the card number, the backs are blank.

It has to be an insert set but I cannot figure out what?

Any help would be appreciated.
