I am working on uploading some scans of cards, but in the review photos section of the site when I hit the 'rotate' button, on some cards it works but on some it does not. Does anyone know how to know if this is an issue on my end or another way to get it done?

Hit Ctrl+F5 to do a full refresh of the screen.
