I notice some 1960's Bazooka panels listed as an independent set from their hand-cut counterparts under 'Food Issues', but then find certain Hostess panels from the 1970's as inserts within the single-card set. Where is the better place to keep panels?

Panels should be listed as "Inserts and Related" to the base (singles).

Official site policy is that uncut panels of cards can only be lsted here when that was the exclusive means of distribution. That includes sets such as Hostess, the 1960s Bazooka. Baseball Cards magazines, and wax box bottoms. That excludes Topps base sets (and all other major base sets), as well as all other sets that were issued in packs as individual cards (whether singly or multiple cards per pack).

Sets distributed as panels or multi-card strips, should be listed that way on the checklist. Correct?
Then should a separate checklist be made for the individual cards separated, under parallels, No?

No.
The individual cards are the base set and the panels are listed as a parallel.
