I think I have the highest level of permissions available here, but don't see a way to re-order an existing checklist (e.g. a NNO set which isn't sorted in alphabetical order). Is this something that only Admin can do or am I just too dumb to figure out how?

You have to create an Inaccuracies Report, then use the Tools section in the report. It then needs to be approved by 2 more level 8s or Admin.
