1972 OPC/Topps Baseball Question

I've been working on completing my OPC baseball team sets and recently purchase a 1972 Team set. How did the printing process work? One of the cards I got is double stamped. It appears it was stamped as "T.C.G PRTD in USA" and then printed over that was "O.P.C. Printed in Canada". Has anyone else run into this? 1972 OPC #193 Kurt Bevacqua
