Something I learned when attepting to submit some SI for Kids cards to COMC is that when the cards are perforated, they would not accept them being hand cut or mechanically separated (paper cutter, etc.). They would only accept them if they were separated (torn) along the perforations. Their expanation was that since they had the partnership with PSA for grading cards, PSA would not grade perforated cards that had been handcut or mechanically cut.
I thought that was extremely annoying, but I just wanted to pass along that piece of information. Cutting non-perforated cards from panels was fine, just not from perforated panels. The following is directly from their "Supported Trading Cards" page:
Magazine-Issued Singles (No shaved/hand-cut perforated cards)
- Topps Magazine
- Upper Deck Tuff Stuff
- Sports Illustrated For Kids
- Simon & Schuster Little Big Leaguers
- Red Foley
- Team Program/Scorecard insert cards
No Ballstreet, Rookie Review, Investor’s Journal, Legends Magazine, Baseball Cards Magazine, Baseball Card Price Guide Magazine, etc.
Card Strips/Panels (No shaved/hand-cut perforated cards)
- Hand-Cut
- Separated at Perforation
- Uncut/Unseparated
However, both COMC and PSA have accepted and graded perforated cards that were cut, so it is another case where the individual person handling the cards seems to be the determining factor. It is just good to be aware of the possible risk of having cards like this returned.
