Trying to list an item on EBay using the "list similar" but I cannot locate a "auction start time". They have recently made a lot of poor changes which did not help sellers but what else is new?

A bit of a tip if I may, shed yourself of the nightmare that Ebay is, we ground our wheels there for over 25 years and just got tired of them telling me how much I can list with their silly limits among countless other reasons.
Go on your own, especially if your ebay fees are more than 30$ per month.
There are other ways, build your own website or just list your items here on TCDB(0$ costs)
There are times when Ebay can be great , especially when you get the occasional bidding war and guys bid the h out on your items but for the headaches it just isn't worth it , then you almost always have non-payers whereas when people come to you on a website or other venue they are buying because they really want the cards and pay you before they get their cards without delay.
It's a bit of a tired and outdated model , when people shop on Amazon for 1 example they don't wait for an auction to end THEY BUY!

If you're listing with the new """""improved""""" (yes, that is sarcasm) it should be in the Pricing section of the form. In the classic view it's near the bottom in the Selling Details section. At least that's what I'm seeing.

I'm on the fence now about ebay. Ever since they left PayPal, Ebay, for some unknown reason, has trouble getting funds into my account in a timely manner, leaving me with trying to figure out if the buyer actually paid or if it's an Ebay f'up. Under Ebay rules now we, in some situations are supposed to ship before we get paid. I don't recall all the time rules now, but I do remember that under the current rules I'm supposed to ship before the 2 to 3 day $ transfer delay lands in my account. Under these rules I've had about 10 transactions where I've shipped based on Ebays rep that they got paid and were holding the funds and then I never got paid.
After they stopped using PayPal, I'm hesitant to list spendy cards for the above reasons.

Oh. And then I can file a dispute which is all good. Except my card is gone and I haven't been paid which can drag out....and out....and out..

Oh yes and they almost always side with the buyer, tracking or not because amazingly the photos i supplied of the serial numbered card I sold suddenly didn't
look so good once in the buyers hands.
I don't even list an occasional card any more since they dropped the paypal thing, totally done with them.
It was awful enough when many years ago they dropped turbo lister which didnt work great anyways.
Is it still a maximum of 40 per invoice?
That was another thing that used to irk me etc...

I just started a new eBay account for mainly my collectibles. Not fond of removing PayPal , even less having to ship a $40 hot wheels car before I'm paid. But, with only 3 feedback I can't afford to argue. I've thought about trying to sell here but not confident enough to try that either. Starting to debate about Amazon....between toys, comics, cards and hot wheels I need to figure it out.

This time I don't have the option of using the "classic version". As usual, I contacted them telling them they are losing money as my number of listings and sales has declined. Usually they wake up. We shall see. Thanks to all for your suggestions

Agreed. EBAY got all wierd when they dropped PayPal. I used to buy and sell some cards through PWCC (leave alone their history) listed on EBAYbecause the buys were sales tax free (Oregon no sales tax) but PWCC dropped EBAY as well. If someone has an idea about how auction/sell a substantial card (say over $300 as an example) let me know.
