That is, his first insert card was issued before his presence in any regular sets. This implies his absence in the corresponding regular set of his first insert card.

I want to say yes, but I don't have an example.

The Bowman Prospect cards have been considered inserts for years.

Vlad Guerrero Jr's first Topps card was a short print card.

I don't have the stats in front of me, but a great majority of players that get a Bowman card in the regular base set, already have been issued cards in the Prospect set, Top 100 set, etc in the previous year(s). Another way of saying, they get issued in one of those sets before getting a base issue card. They cant appear in the base set until they've reached the majors so that is Topps way around it. Gives them a chance to do prospecting as well as showcase minor leaguers without exceeding their minor league/draft issue limits.
Edit: I see the post that this was responding to was changed. If it weren't for my being on a phone right now I'd pull up a couple examples

Sorry for changing the post (which just tried to double confirm if Bowman Prospect or the like is the answer) you meant to reply, as I quickly found a few examples by myself (ex: Justin Upton).
A more difficult question is: which is the first such insert card?

I'd guess an early-90's Draft Pick or Top Prospect insert card. There weren't many of those in baseball back then though. Most of those inserts followed a base set card of the same players that would have been in earlier sets. Almost every star I can remember starting out back then had a base card in the form of a Draft Pick or Prospect card years before their RC. 1993 Fleer Prospects comes to mind as one that might have jumped before a base card of those players.
