1993 Topps Gold Rick Mirer question

Ricker Mirer base cards #285 and #600 both have "Draft Pick" logo on front. In the gold parallel, only #285 has the Draft Pick logo.. Also how was it determined that card #285 was Mirer's RC and not card #600? Simply due to numerical order? First time it appears in the set gets the RC designation?
